CAE WATER LEVEL MEASUREMENT AND RAIN GAUGE STATION AT SHKODËR, NORTHERN ALBANIA

Thanks to the cooperation between Multi-Risk Functional Centre of Calabria Region and the Shkodër Region, it was accomplished a new project to monitor in real-time rainfall and water level of Kir river.

Bojana river, main effluent of Shkodër Lake, Drina and Kir rivers join their paths in this northern Albanian Region to create a complex hydraulic situation and frequent floods. The last catastrophic event happened in December 2010 causing serious damages to infrastructures and population.

Activities were funded by R.I.V.A. Project, implemented within the “Environment and Sustainable Development” line of the Balkan Framework Program. During the period it was possible to carry out a fruitful exchange of experiences between the two institutions and the characterization of Kir river. The discharge of this water body is highly variable depending on meteorological events, making difficult to forecast the overall hydraulic response of the whole area.
 
According to the needs of the local Regional authorities and the technical analysis carried out by INEUM (the Albanian national institute in charge of environmental monitoring) the Multi-Risk Functional Centre of Regione Calabria chose Postribe as the best spot to install the real-time monitoring station on Kir river. CAE was awarded for the implementation of this part of the project. The company provided in-site survey, site layout design, electronic and mechanic components, installation and commissioning. The two sensors are the ultrasonic hydrometer ULM20 and the rain gauge PMB20. 

The station is installed in October 2011 on a newly built bridge, very close to the historic bridge of “Ura e Mesit”. Data are delivered to the Multi-Risk Functional Centre of Regione Calabria and available at the control centers in Tirana and Shkodër city as well.

This is certainly a very much appreciated first step in the cooperation between the two local institutions. All of the stakeholders involved in the project expressed their wish to carry out further activities to improve flood risk preparedness in the area.
